Lidl UK have been seeking a suitable site within the district centres on Hayling Island for a number of years without success. Due to our business model we require a site large enough to accommodate a store with a minimum floor area of 2,400 sq m with adequate car parking. Generally, this means we need sites of c. 2 – 2.5 acres. We also require sites with direct and/or easy access to the main road network as well visibility from the main road network.
In considering potential sequentially preferable site on Hayling Island we have considered a number of locations including, but not limited to, the Hayling Billy Public House (c. 0.8 acres), the vacant Pullingers Interiors site (c. 0.8 acres) and two of the car parks off Elm Grove (both c. 0.9 acres). No sites were identified as being suitable to accommodate our minimum standard footprint and therefore are not suitable for a Lidl store. Other sites which may be large enough to accommodate a Lidl foodstore do not have the prominence or access to the main road network and therefore are not be suitable for our requirement.
The application site is 1.16ha in area and is located at the junction of the A3023 Manor Road and Church Road. The A3023 is the main arterial route running down the island and the proposed store will be well placed to serve not only the main urban area in South Hayling but also the smaller villages to the north.
The site is open space that is currently used for animal grazing. It is outside the ‘urban area’ as defined in the Council’s Local Plan, however that boundary is now considered to be out of date since it also excludes the Hayling Island Holiday Park and The Oven Camp Site, both of which lie just to the south of the Lidl site.
